This commission will revise the salaries, allowances and pensions of about 50 lakh central government employees and 65 lakh pensioners. The main objective of the 8th Pay Commission is to revise the salaries and allowances of central government employees to keep them in line with inflation and cost of living. The fitment factor of the 7th Pay Commission was 2.57, which resulted in the minimum basic pay increasing from Rs 7,000 to Rs 18,000. The fitment factor for the 8th Pay Commission is expected to be between 2.28 and 2.86. This will result in the minimum basic pay increasing from Rs 18,000 to Rs 41,000 to Rs 51,480. The minimum pension for pensioners may increase from Rs 9,000 to Rs 20,500 to Rs 25,740.


Railway Department.

There are around 1.2 million employees working in Indian Railways, including Track Maintainers, Helpers, Assistant Pointsmen, Junior Engineers and Senior Section Engineers. Under the 7th Pay Commission, the basic pay for Level-1 posts (such as Track Maintainers) is Rs 18,000, which can be increased to Rs 51,480 if the fitment factor of the 8th Commission is 2.86. The current basic pay for Level-6 posts (such as Junior Engineers) is Rs 35,400, which can be increased to Rs 1,01,244. In addition, Dearness Allowance (DA), House Rent Allowance (HRA) and Travelling Allowance (TA) will be increased based on the revised pay. This increase for railway employees will improve their standard of living and increase their motivation to work.


Defence Department.

There are about 1.6 million employees in the Defence Department, which includes the Army, Navy, Air Force and Central Armed Police Forces (BSF, CRPF). The current basic pay for Level-3 posts (such as Constable) is Rs 21,700, which is likely to be increased to Rs 62,062 under the 8th Commission. The basic pay for Level-9 posts (such as Deputy Superintendent of Police) is likely to increase from Rs 53,100 to Rs 1,51,866. Special allowances for defence personnel, such as risk allowance and allowance for work in difficult areas, will increase with the revised pay. This increase will increase financial security and motivation of defence personnel.


Postal Department.

The Postal Department employs around 4 lakh employees, including Gramin Dak Sevak (GDS), Postman and Postal Assistant. The current basic salary for Level-1 posts (such as GDS) is Rs 18,000, which can be increased to Rs 51,480. The basic salary for Level-4 posts (such as Postal Assistant) can be increased from Rs 25,500 to Rs 72,930. Postal Department employees often work in rural areas, so the increased salary will improve their standard of living. Besides, the pension revision will also bring benefits to retired employees of the Postal Department.


Teachers and Education Department.

Teachers are employed in Kendriya Vidyalayas, Navodaya Vidyalayas and other educational institutions in Level-6 to Level-10 posts. In Level-6 posts (such as Primary Teachers), the basic salary may increase from Rs. 35,400 to Rs. 1,01,244. In Level-10 posts (such as Post Graduate Teachers), the basic salary may increase from Rs. 56,100 to Rs. 1,60,446. Education allowance and research allowance for teachers will increase on the basis of revised pay, which will increase their professional motivation. Pensioners of the Education Department will also get improved pension benefits.


Other Departments: 

Employees of Finance, Health and Science departments will also get the benefits of the 8th Pay Commission. For Level-2 posts (such as Lower Division Clerk), the basic salary may increase from Rs 19,900 to Rs 56,914. For Level-8 posts (such as Assistant Audit Officer), the basic salary may increase from Rs 47,600 to Rs 1,36,136. Dearness Allowance and other allowances will increase for employees of these departments, which will increase their financial stability.


Economic Impact.

If the recommendations of the 8th Pay Commission are implemented, the purchasing power of government employees will increase, which will have a positive impact on various sectors of the economy.
